Care Funding

Finding the funding to pay for care for you, or those that you support, can be a challenge. Please don't worry as there is help available and no matter how your care is to be funded, Rosekel can help you secure and manage the care you need.

Social Care Funding

If you think you need care the first step is to ensure you get a Social Care Assessment completed by your local council's social services department. Types of social care and support include: help at home from a paid carer meals on wheels having home adaptations household gadgets and equipment personal alarms and home security systems so you can call for help (for instance, if you have a fall) different types of housing, such as supported living services and care homes Who pays for your Social Care can be quite complicated as it depends on your personal financial circumstances such as income, including benefits, savings and any property you own. Your local authority will carry out a financial assessment to decide how your Social Care should be funded. There is no financial assessment completed if the person needing care is under the age of 18, as social care for children is provided free of charge. Social Care and support for adults is not a free service like the NHS and most adults will pay at least something towards the cost of their Social Care support. You will only be asked to pay what you can afford, sometimes you will pay the full cost and sometimes the cost will be shared between you and your local council. Rosekel can help you manage any contributions you are asked to make towards the cost of your care.

Personal Health Funding

NHS Health Care funding is not means-tested in the same way as adult Social Care and is free at the point of delivery. A personal health budget can potentially be spent on a broader range of care and support than would be routinely commissioned by the NHS, if it is agreed as being appropriate to meet someone's identified needs. This could include funding for a personal assistant to help with personal care at home, and equipment such as a wheelchair. Anything agreed in a personalised care and support plan, which will meet the person's identified health and wellbeing outcomes, can be funded, including: Equipment Personal care Physiotherapy Complementary therapies Assistive and supportive technologies (e.g. computers, iPads, Kindles) If you are interested in a personal health budget for yourself or someone you care for, you should talk to your local NHS team or health professional who helps you most often with your care - this might be a care manager or a GP. Your local Social Care team should also be able to refer you to the appropriate Health Care Clinical Commissioning Group (CCG).

Integrated Health & Social Care Funding

An integrated personal budget is a joint-funded package of health and social care. An integrated personal budget is where the budget includes funding from both the local authority and the NHS covering both adults and children. This could be for health and social care needs and where appropriate includes education funding. Integrated personal budgets aim to put in place a seamless approach to care, so that people and their families have the same experience of care and support, regardless of whether their care is funded by the local authority or the NHS. Rosekel can help manage your integrated personal budget and secure the carers and services you need to meet your desired outcomes.

Self Funding

Typically adults with savings and assets over £23,250 will pay for their own Social Care costs. This assessment excludes the value of your own home. Even if you expect to pay for the cost of your adult social care, you can still request a full needs assessment from your local council's social care services department. This assessment will help identify the level of your needs and the types of care you should look to commission. There is a separate financial assessment completed for adults who are to be cared for in a residential care home setting. Health care costs are not means-tested and once a support plan has been agreed by your NHS provider, a personal budget will be allocated to you to fund your care and support. Payroll When you take a payroll service from Rosekel, you will have an allocated Account Manager who will provide you with support across all services commissioned with Rosekel and will process your payroll at the requested frequency. Your Account Manager will: set up your payroll scheme with the HMRC or transfer your payroll scheme from a current provider ensure that your employees are paid correctly, on time make the necessary statutory deductions from your employee's pay (i.e. Tax and National Insurance) ensure you meet your responsibilities for Auto Pension Enrollment will undertake the role as your Agent with the HMRC, making all submissions to HMRC on your behalf and deal with any employer queries provide electronic time sheets for recording, calculating and approval of hours provide you and your Personal Assistants with online or paper payslips provide online secure access to a complete history of all your payroll and employment documentation If you choose to take both our Payroll and Managed Account services, Rosekel will: make payments to your Personal Assistants make payments to the HMRC make payments to the identified pension provider make payments to the Employer Liability insurance provider on the production of the invoice we will also reconcile your submission of hours against the hours funded for the payroll period we will identify if surplus funds are available See Managed Account Service for a full list of support provided on commissioning of this support element. Managed Account Service (Third Party Account) When you take a managed account service from Rosekel you will have an allocated Account Manager who will make all payments on your behalf and process all your associated care invoices. Your Account Manager will: set up a dedicated bank account in your name monitor all payments made by your funding body and make sure they are correct setup and pay your PA wages, your care agency fees and any other bills pay all amounts due to HMRC keeping a record of all the income received and payments made reimburse you with expenses as per your support plan reconcile your account and identify surplus funds provide you with a statement showing all transactions provide you with your banking details and support you to make your fairer charging payments where required dealing with the Council's monitoring, audit and inspection checks

Recruitment and Employment Support When you take a recruitment and employment support service from Rosekel, you will have an allocated Account Manager who will support you in all aspects of being an employer. Your Account Manager will: assist you with the recruitment of your Personal Assistants create Job Descriptions & Person Specifications in line with your support plan support you to write job adverts and place them for you on relevant websites support with the interview process including creating questions help you tailor templated contracts of employment to meet your needs help obtaining references for employment complete DBS (Police), pre-employment and right to work checks help you set-up employer's liability insurance which will provide you with employment law advice and guidance provide advice around contingency planning support with employer and Personal Assistant training support you with any disciplinary and grievance matters that may arise

Third Party Arrangement Services (Adults Only) Through our Third Party Arrangements we will support you to appoint a team of care staff who will be dedicated to providing a service that is bespoke to your needs. Rosekel will be the legal employer of your carers and will be responsible for the set-up, training, monitoring and supervision of care delivery. Rosekel will hold your care budget in a dedicated bank account and will a manage all care related payments on your behalf. This is a fully regulated service and Rosekel Care Ltd is authorised by the Care Quality Commission for the provision of Personal Care to Adults with specialisms in Dementia and Physical Disabilities. You will be supported by a Service Delivery Team who will collaborate to ensure there is no single point of failure in the set-up and ongoing management of your service. You and your chosen representatives will have an induction meeting with your allocated Care Manager, Care Coordinator and Account Manager.
